Course Learning Objectives

By the end of this training, participants will be able to:

  1. Describe the purpose, scope, and key requirements of Colorado's Building Performance Standards program, including building eligibility, compliance timelines, and reporting obligations.
  2. Explain recent updates to Colorado BPS legislation and regulations and understand how these changes impact building owners, operators, and facilities teams.
  3. Evaluate available compliance pathways and flexibility options, including performance-based approaches, alternative compliance mechanisms, and extensions where applicable.
  4. Identify available funding, financing, and incentive programs that can support energy efficiency, decarbonization, and building performance improvement projects.
  5. Compare the advantages and appropriate applications of key funding mechanisms, including:
    1. Building Decarbonization Enterprise Funding (BDEF)
    2. Colorado C-PACE Financing
    3. Loan programs and state funding opportunities
    4. Energy Performance Contracting (EPC)
  6. Develop a high-level compliance and capital planning strategy that aligns regulatory requirements with facility renewal, energy, and deferred maintenance objectives.

  2. Determine the most viable compliance strategy for their buildings.
  3. Identify funding sources that can offset project costs.
  4. Align compliance investments with broader facility, operational, and sustainability goals.
